Is this Michigan “Lockdown” Legal?

Is this Michigan “lockdown” legal? A couple different people have asked today, so here was my answer: Yes, almost certainly. The authority to do this kind of thing has been around for a long time, but it’s been decades since it was last invoked against a broad population.
